Rural Living Zone Strategy


The In the Rural Living Zone Strategy provides a strategic basis for planning the future use and development of land within the Zone and for managing different areas of rural living zoned land across the shire. The key objective of the Strategy is to provide for a finite 30 years supply of rural living zoned land across the shire. 

A draft version of the strategy was exhibited in November and December 2014 and received over 80 submissions. It analysed the supply of and demand for land in the Rural Living Zone across the shire and indicated ways Council can meet the desired level of land supply into the future. The final version of the strategy and its accompanying Background and Strategic Recommendations Context Report were adopted at the 23 September 2015 Council meeting with some changes.

Planning Scheme Amendment C110, which implements the strategy into the Macedon Ranges Planning Scheme, has been approved by the Minister for Planning and was gazetted on 27 April 2017.

Amendment C110—Exhibition, Hearing and Panel Report

Amendment C110 has been prepared to implement the recommendations of the In the Rural Living Zone strategy.  

The amendment was on public exhibition in November and December 2015. Council considered the submissions received and referred the unresolved submission to an independent panel for review.  

The Panel held a Directions Hearing on 22 March 2016 and the full Panel Hearings took place on 18, 19, 20, 22, 26 and 27 April 2016.

The Panel Report was provided to Council on 17 June 2016 and concludes that the Amendment is strategically justified in part and should be adopted subject to changes.

Council adoption of Amendment C110

Council considered the Panel’s Report at the Ordinary Council Meeting on 27 July 2016 and resolved to:

  1. Formally receive the Macedon Ranges Planning Scheme Amendment C110 Panel Report, June 2016.
  2. Adopt the Panel’s recommendations with the exception of Recommendations 8 to 11 inclusive and associated changes to Amendment C110.
  3. Split Amendment C110 into two parts pursuant to Section 29(2) of the Planning and Environment Act 1987 described as:
    • Part 1 - includes changes to the Municipal Strategic Statement; rezoning of land in Gisborne, New Gisborne, Gisborne South and Riddells Creek; deletion of 4 properties in Campbells Road and Riddell Road, Gisborne from the rezoning and proposed DPO Schedule 20; application of DPO Schedules 18, 19 and 20; changes to the minimum lot sizes in Schedule 3 of the Rural Living Zone; changes to the setback requirements in Rural Living zone schedules 1, 2, 3, 4 and 5; and deletion of Design and Development Overlay 19 from 3 properties.

    • Part 2 - includes the balance of the amendment, which consists of rezoning; the Kyneton change area as well as application of the DPO22 to land bounded by Lauriston Reservoir Road, Harpers Lane, Kyneton Springhill Road and Harts Lane, Kyneton; and, the Romsey change area at the NW corner of Melbourne- Lancefield Rd and Ochiltrees Rd.

  4. Adopt C110 Part 1 as attached and submit the Amendment C110 Part 1 to the Minister for Planning together with the prescribed information for approval and gazettal pursuant to Section 31(1) of the Planning and Environment Act 1987.
  5. Refer Part 2 of the split Amendment as a priority to the Strategic Planning and Environment work plan for further consideration of drainage, road access, flooding and waste water land capability of the Kyneton south rural living change area; and further investigation to provide a sample supply of Rural Living zoned land in Romsey.
  6. Consult with affected landowners and present to Council recommendations for Part 2 of Amendment C110 following completion of this work.


Amendment C110 (Part 1) was approved by the Minister for Planning on 9 April 2017 and Gazetted on 27 April 2017.
