Engineering / Drainage Plan Assessment Application

Engineering assessments may be required for some planning applications. They look at things like drainage, flooding, roads, traffic, parking, lighting, and other infrastructure.

Submit the above form along with any supporting documentation such as drainage plans and computations for stormwater drainage or other civil infrastructure works, which we will need to review and approve.

This application covers all the private assets required under the planning permit, such as private drainage assets with an Onsite Detention System, car parks, etc.

An engineering plan submission for an infill development includes:

  • detailed drainage engineering plans
  • drainage computations
  • storm rating report or MUSIC report – if applicable
  • Onsite Stormwater Detention (OSD) system calculations (OSD Design Guideline) - if applicable
  • maintenance plan – if applicable
  • drainage catchment plans and calculations – if applicable
  • car parking plans

From 1 July 2024, fees will be applied for the assessment of all stormwater drainage works or other civil infrastructure works related to the relevant planning permit requirements.

Functional layout plan for greenfield & infill subdivisions

An layout plan submission for a greenfield and infill subdivision includes the following:

  • Subdivision layout, including street names, lot numbers and street reservation widths
  • Road cross-sections
  • Existing features – contours, trees, and heritage to be retained
  • Underground drainage pipe layout, overland flow path and interim outfall(s) if applicable
  • Location and alignment of kerbs, parking spaces, pedestrian paths, vehicle crossings, traffic controls and bus bays (where applicable)
  • A table of offsets for all utility services
  • Preliminary location of Electrical Kiosks
  • Other requirements are specified in the IDM or Sections 5.5

Engineering plans for greenfield & infill subdivisions

An engineering plan submission for a greenfield and infill subdivision includes the following:

  • detailed road and drainage plans
  • a geotechnical report
  • a pavement design report
  • drainage catchment plans and calculations
  • Vehicle-swept path plans (for all intersections and court bowls)
  • street lighting plan (for new roads)
  • an Environmental Management Plan (EMP)
  • WSUD design as per Melbourne Water Guidelines


Temporary Traffic Management Plan (TMP)

For any construction activity within the public road reserve that impacts a road, street, lane, or walkway, a traffic management plan (TMP) is required.
