Martin Collins

Director Community

Martin is a local government executive with extensive experience across community services, education, skills and economic development in Australia and the United Kingdom. He has led diverse and complex portfolios spanning early years, aged care, community health, social planning, recreation, communications and advocacy, with a strong focus on improving outcomes for communities through collaboration and innovation.

Martin has previously held senior leadership roles with the Victorian Government, including the former Department of Economic Development, Jobs, Transport and Resources, the Department of Education and Training and most recently the Victorian Skills Authority. Martin additionally served as General Manager Community Wellbeing at Central Goldfields Shire Council.

Prior to relocating to Australia, Martin served in leadership roles at Glasgow City Council and South Lanarkshire City Council in Scotland, and holds a Master of Arts (Social Science) from the University of Glasgow.

Martin joined Council on 27 January 2026.
