The Gisborne and Kyneton Heritage Study was adopted by Council on 20 December 2017 and forms part of the implementation of the Macedon Ranges Heritage Strategy 2014-2018.
The final report of the Heritage Study includes citations for 37 heritage places in Gisborne, New Gisborne and Kyneton. Each citation includes photographs and a written description capturing the place’s history and what makes it significant in heritage terms.
The study recommends that the Heritage Overlay be applied to each site to provide heritage protection under the Macedon Ranges Planning Scheme.
The amendment was exhibited from March to May 2018. The submissions received were referred to an Independent Planning Panel for consideration. The panel hearing was held in September 2018, with the Panel ultimately supporting the amendment with some recommended changes.
Council resolved on 19 December 2018 to adopt C118 with the Panel’s recommended changes.
Amendment C118 was approved by the Minister for Planning and gazetted on 20 September 2019. The amendment implements the Gisborne and Kyneton Heritage Study(PDF, 8MB) by introducing the Heritage Overlay to 37 sites within Gisborne and Kyneton.
The amendment also updates the local planning policy for Built Environment and Heritage at Clause 21.08 of the Macedon Ranges Planning Scheme and incorporates 34 statements of significance and 34 heritage design guidelines under Clause 72.04 to support the operation of the Heritage Overlay. It also alters Clause 72.03 to remove an error that was included into the Planning Scheme under Amendment C114.
The amendment seeks to ensure that identified places of historical interest area conserved for present and future generations of Victorians, without unreasonably restricting the ability of present owners of the places to develop and enjoy their properties.
